Who can apply for cosmetic import registration in India?

Cosmetic import registration in India can be applied for by an authorized Indian entity, not directly by a foreign manufacturer. As per the Cosmetic Rules, 2020, the following applicants are eligible:
1. An Authorized Indian Agent appointed by the foreign manufacturer
2. An Indian subsidiary of the foreign cosmetic manufacturer
3. An Indian importer or distributor holding valid authorization

The applicant assumes full legal responsibility for CDSCO compliance, including documentation accuracy, labeling conformity, post-approval obligations, and customs clearance. Foreign manufacturers must appoint an Indian representative through a Power of Attorney to initiate the application under Form COS-1, after which CDSCO issues the COS-2 import registration certificate.
