What are the labeling requirements for imported cosmetics in India under CDSCO?

All imported cosmetic products must comply with labeling requirements prescribed under the Drugs and Cosmetics Act, 1940 and Cosmetics Rules, 2020, regulated by the Central Drugs Standard Control Organization (CDSCO).
Before marketing or distribution in India, the cosmetic product label must include:
1. Name of the Cosmetic
The product name as approved under the COS-2 Registration Certificate must match exactly.
2. Name and Address of Importer
The Indian importer’s name and complete address must be mentioned on the label.
3. Name and Address of Manufacturer
The full address of the foreign manufacturer must be declared.
4. Registration Certificate Number
The COS-2 Registration Number issued by CDSCO must be printed on the label.
5. Batch Number
Each imported batch must carry a clear and traceable batch number.
6. Manufacturing & Expiry Date
“Use Before” date (month and year)
Manufacturing date (if applicable)
7. Net Contents
Declared in metric units (g, ml, etc.).
8. Ingredient List
Ingredients must be listed in descending order of concentration.
9. Importer Details for Marketed Pack
If labeling is done via sticker post-import, it must comply fully before custom clearance and not obscure original manufacturer details.
